		<description>Here&#039;s the thing - - you don&#039;t have to be against reducing our use of energy or greenhouse gases to be against this bill. 

Photovoltaics are wonderful things.  They sit in the sun and electricity happens.  What can be better than that?

The answer is lots of things. 

For instance you can spend $10,000 for a 1 kW photovoltaic array or you can spend about $200 for compact fluorescent bulbs and get the same savings over 20 years.  OK, lets not quibble over the math and call it $400 in CFLs.

There are tons and tons of things we can do to save far more energy at a fraction of the cost of H446.  And, if you want renewables only, saying &quot;well after all the efficiency measures we still need power&quot; there are much better savings to be had both in energy and in job creation in using carbon neutral biomass.  Heck, windmills give a much better return, but not nearly as good as biomass.

There is tremendous groupthink going on about PVs.  It reminds me of a certain massive US groupthink about a certain foreign expedition that we shouldn&#039;t have done.  But no one wanted to appear against it because it was un-American.  Well, it seems none of the people that like crunching numbers want to come out against the very sexy and popular PVs.

1.  the Dept. of Public Service has repeatedly supported special economic development rates for certain VT businesses
2.  the Governor&#039;s economic development bill included a request for special economic development rates in the so-called &quot;green growth zones&quot; (and I&#039;m pretty sure O&#039;Brien never testified against it)
3.  the Dept. has supported Efficiency VT for years (although it has complained about the funding level and the lines charge); among other attributes, E VT reduces costs for VT businesses; you know, the &quot;affordability agenda&quot;

moreover, his suggestion that &quot;an electric utility customer...should pay the cost of what’s needed to provide you with power&quot; conveniently ignores the enormous externalities associated with power generation; our national dependence / obsession with coal, oil &amp; gas has grown because of massive subsidies; so for him to imply that the rate charged is the actual price is disingenuous</description>
